Brief information about the activity of the state body:

“Esil” district akim apparatus of Astana is the state institution on the territory of the administrative-territorial unit. It is financed form the local budget.

The main target of the apparatus activity is the realization of the executive power state policy in conjunction with the interests and needs of the “Esil” district territory development.

The priorities are the following: the consideration of the appeals, applications, complaints; adoption of measures concerning the protection of citizens’ rights and freedoms; cooperation in taxation and other obligatory payments in the budget; elaboration of budget programs; cooperation in the fulfillment by citizens and legal entities of the constitutional norms, laws, acts of the President and Government, normative acts, legal acts of central and local state bodies as well as in developing entrepreneurial activity; organization and ensuring of legislature performance on the issues of universal military obligation and military service, civil defense, as well as mobilization training; work on the preservation of the historical and cultural legacy; revelation of lower-income people; proposals to the higher-level authorities concerning providing of employment, rendering of social assistance; service of lonesome old and disabled people; cooperation in developing local social infrastructure; cooperation with local authorities; participation in the city maslikhat sessions; support and cooperation in logistics of per-school organizations, culture institution; provision of amenities, illumination, planting of greenery and sanitary cleaning of the populated localities; organization of funerals of rootless people; organization of public works regarding the maintenance of cemeteries and other burial places.

Structure of the state institution:

Organization-control and stuff work department controls the fulfillment of President and Government acts, city and district Akim orders and commissions, the efficient use of the apparatus stuff, organization of the measures conducted. It also collects analytical information about apparatus work, organizes and provides district Akim cooperation with representative and executive power bodies, controls the observance of Rules and Regulation by the stuff of apparatus.

State-legal department controls the execution of President and Government Decrees, city and district Akim decisions concerning law and order. It provides the cooperation and coordination of the law enforcement bodies’ activity regarding crime control and fighting corruption. The department represents the interests of district Akim Apparatus in courts and state bodies.

Financial and economic department conducts book records, presents recordings about financial situation and results of activity and changes in financial situation of the institution. It realizes financing of budget programs, makes reconciliation statements as well as supervises the activity of accountants in pre-school educational institutions.

Social sphere and entrepreneurship department represents Akim apparatus in state bodies and public organizations regarding social entrepreneurship issues. It realizes programs of development and state support of district entrepreneurship, is engaged in the issues of employment, migration and social protection, creation of new working places, investments attraction. The department supervises the activity of healthcare and education institutions.

Internal policy department cooperates with public unions and NGO, NCC, religious confessions. It provides the organization of national, professional holidays and notable days as well as ideological provision of measures conducted, organizes work with youth, holds check-ups of violation of state symbolics, outside decoration and signs, provides cooperation with mass-media.

Public amenities department provides measures on improvement, sanitary cleaning and planting of greenery in the district. It organizes work with enterprises and institutions, coordinates cooperation with environmental police and state sanitary-epidemiological Inspection.

Sustenance and infrastructure development department provides fulfillment of measures regarding preparedness to the heating season, controls activity of Cooperatives of Apartments Owners, Homebuilding Cooperatives. It organizes assistance in developing productive basis, analyses and monitors infrastructure development of the district, coordinates the activity of industrial enterprises, transport, connection and construction for the improvement of architecture appearance of objects, for rational use of land and investments attraction in housing construction.

• Maintenance of burial places and rootless funerals
• Public amenities and planting of greenery
• Activity of pre-school education institutions

“Esil” district Akim apparatus has elaborated and now is realizing a number of programs. Realization of “City culture” program is the logic continuation of the execution of regulations mentioned in “Kazakhstan development strategy till 2030”. In terms of 10-year anniversary celebration we have seen the official opening of “Jungle” theatre. Much attention is also paid to the Program of informative inequality reduction in the Republic of Kazakhstan 2007-2009.
In terms of “Formation of healthy lifestyle Program” invalids of I and II groups can visit swimming polls and fitness centers of “Kaspiy” free of charge.
One of the priority trends is the resolution of social issues of different population strata, pensioners, invalids and old people. According to the Law of RK “About state address social assistance” this assistance is rendered to 42 families; 22 families are paid housing allowance, 165 people are getting disability benefits. On October 1, in honor of the Day of old people 300 pensioners were presented food baskets.
