National Flag of the Republic of Kazakhstan is a a piece of right-angled cloth of sky-blue colour with a picture of a golden sun with its 32 rays in the centre, under them - a soaring steppe eagle. Flagstaff has vertical line with national ornament.The picture of sun, its rays, eagle and ornament are of golden colour. Width/length ratio of the flag is 1:2.

Chapter II NATIONAL FLAG OF THE REPUBLIC OF KAZAKHSTAN
 
Article 4.
National Flag of the Republic of Kazakhstan is a rectangular piece of cloth of sky-blue colour bearing (in its centre) a design of the sun with rays, with a soaring eagle undeneath. All along the flagstaff there runs a vertical band of national ornament. Images of the sun, its rays, the eagle and the ornament are of golden colour. Width/length ratio of the flag is 1: 2.
National Flag of the Republic of Kazakhstan and its design, whatever their size, must strictly conform with the colour and schematic designs of the reference standard of the National Flag of the Republic of Kazakhstan kept at the Residence of the President of the Republic of Kazakhstan.
 
Article 5.
National Flag of the Republic of Kazakhstan shall be raised or hoisted on the following:
1) on the building of the Residence of the President of the Republic of Kazakhstan, on that of the Parliament of the Republic of Kazakhstan, the Governmfent of the Republic of Kazakhstan, on those of ministries, state committees and such other central executive bodies of the Republic of Kazakhstan, state bodies directly subordinated and accountable to the President of the Republic of Kazakhstan, to the Constitutional Council of the Republic of Kazakhstan, Supreme Court and other courts of the Republic of Kazakhstan, on that of the General Procurator’s Office of the Republic of Kazakhstan, National Academy of Sciences of the Republic of Kazakhstan, maslikhates, local executive bodies as well as on buildings of diplomatic and trade representations, consular establishments of the Republic of Kazakhstan - on a permanent basis;
 
2) in the study of the President of the Republic of Kazakhstan, in the halls meant for holding sessions (both joint and separate) of the Senate and Majilis of the Parliament of the Republic of Kazakhstan, those of the Bureau of Chambers of the Parliament of the Republic of Kazakhstan, of the Government of the Republic of Kazakhstan, sessions of the maslikhates of the Republic of Kazakhstan as well in the assembly hall of the Constitutional Council, in the halls of court sessions of the Supreme Court, of its boards and other courts of the Republic of Kazakhstan as well as in the premises of gala registration of births and wedlocks - on a permanent basis;
 
3) on the building or inside the premises meant to hold international forums with the participation of the President of the Republic of Kazakhstan, of chairpersons of Chambers of the Parliament of the Republic of Kazakhstan, of the Prime-Minister of the Republic or their plenipotentiary representatives if it is stipulated by the standards of international law or by international treaties concluded by the Republic of Kazakhstan;
 
4) on sea-going vessels, on those of inland navigation and other vehicles, on which the President of the Republic of Kazakhstan or Prime Minister of the Republic of Kazakhstan are present;
 
5) as a stern flag on vessels registered in the established order;
 
6) on warships and vessels of the Republic of Kazakhstan - according to military regulations;
 
7) in military formations and units of Armed Forces, in those of Republican Guards of the Republic of Kazakhstan - when taking the oath;
 
8) on buildings of state bodies and entities - on the days of some national holiday of the Republic of Kazakhstan and on red-letter days. Legal standard acts of the Republic of Kazakhstan may also stipulate other cases of obligatory raising or hoisting of the National Flag of the Republic of Kazakhstan. National Flag of the Republic of Kazakhstan may be hoisted (raised) on other buildings (resp.in premises) at the wish of owners thereof.
 
Article 6.
In case of eventual national mourning the National Flag of the Republic of Kazakhstan shall be lovered to half-mast for the timeframe of the national mourning.

    The circle is put in a basis of the emblem as expression of idea of perfection, the absolute and eternity. The central element is association of two symbols - Baiterek and Shanyrak. The given art decision is a trope of a vector of development of modern Kazakhstan which combines in itself both a sign on city, and a symbol of the country. Baiterek - the world tree which is being personification by the Universe. It is understood as space in the form of an alive developing organism. It is closely connected with symbolics of the center. Shanyrak it is understood as a point of transition of immensity of the Universe to the native house. Thus, from the art point of view, association of two symbols - Baiterek and Shanyrak is carried out. In basis Baiterek the ornament "kuckanaty" - the bird's wings, going back to the stylized image of a mythical bird "Samruk" is incorporated.     
    This idea is key in symbolical registration of the left coast (the shadow from a soaring bird "Samruk", taking off of a jack, it is spread on Presidential park). All space of the emblem is broken into two rings, also having a figurative explanation. The external ring is a deep layer of history of great steppe. Red color of an external ring goes back to clearing force of Fire. On fire turkis saw vital elements with which representations about a birth associated, growth and development. Fire of the center was considered as a particle of the sun. Also red border symbolizes an ardent gate, having passed through which everyone is cleared by spirit and filled with force. Often red color got out nomads for a military banner, symbolizing military valour and fury of a victory. And the internal ring contains the newest symbols of independence of Kazakhstan and greatness of Astana.    
    Color "Heavenly light blue" - is color of a national flag, emphasizing the central place of idea of independence in national ideology. Image Baiterek combined with Shanyrak is the certificate of continuity of history of modern Kazakhstan. In the emblem there are some other elements which are in harmony with the cores. The green fringing is used as a decorative element and bears idea of spring prosperity and a unfading youth. At registration of the bottom title segment bearing an inscription "Astana" there are symmetric lines. Each of lines is stylized "uick ", that the image Shanyrak crowning supplements a composition. The emblem is executed with observance of canons of the international heraldic symbolics. Color and graphic receptions transfer the ideologically-semantic maintenance of the emblem in which in a symbolical kind historical events from a life the cities connected with persons are reflected, played a main role in purchase of the state independence and development of the country.
